Describes a plan for fake alien invasions. DNA creations from underground labs will be called "aliens". They could also do something like in AC Clarkes book "Childhoods End" where there are "alien" ships parked over cities, real or holographic, that only a few designated UN/NWO personnel could visit and interact with the "aliens" thus leaving the door wide open for hoaxing.
